The Jefferson County Emergency Medical Service is one of the three divisions of the Jefferson County Emergency Management Agency.  Our main office is located in historic Dandridge, the second oldest town in Tennessee.  The other divisions of EMA are Homeland Security and Disaster Planning and Preparation.   

Jefferson County EMS was founded by county resolution on October 9, 1972, and began operation with 2 ambulances donated from Farrar Funeral Home and Fielden Funeral Home on January 1, 1973 with a driver and EMT for staffing.   JCEMS has grown from those humble beginnings to a current fleet of 10 Advanced Life Support ambulances with a staff of 39 full-time employees which include 3 management staff positions, 3 office and insurance positions, and a mechanic.  All units are staffed during normal operations with two EMT-Paramedics.  All employees are required to maintain certification in Advanced Life Support, Pediatric Advanced Life Support, Basic Trauma Life Support, and Basic Life Support. 

Jefferson County EMS is under the direction of Mr. Brad Phillips, who has an extensive background in Emergency Medical Service and has been a paramedic since 1994.  Brad is committed to the safety and well-being of the citizens of Jefferson County, and is striving to improve the level of health care each day.  Assisting Brad with the management of JCEMS is Scott Satterfield who coordinates scheduling, training, supply and quality improvement review.  Tim Wilder assists with the EMA aspect of the operation.  Brad can be reached at the EMS office at 865-397-7228, or via email at jcema@charter.net. 

Jefferson County EMS also conducts training through the American Heart Association in Basic Life Support, Advanced Cardiac Life Support, Pediatric Advanced Life Support, and Neonatal Resuscitation Provider.  JCEMS also coordinated classes in Advanced Basic Trauma Life Support and Pediatric Emergency Prehospital Provider.  The EMA division also offers training in Incident Command, Initial Response to Hazardous Materials: Basic Concepts and Concept Implementations, Radiological Monitoring, Emergency Response to Terrorism: Basic Concepts, and WMD Awareness and Operations.  All of these classes can be taught at the training facility located at 1104 Champion Lane in White Pine, or can be brought to your location.  For more information on EMS classes, contact Jeff Holt at 865-674-7518, or via email at jcemstc@yahoo.com.

JCEMS utilizes the guidance of Physician Medical Director, Dr. F. Edward Phillips, M.D., who has issued a very aggressive set of standing orders to allow for the highest level of care possible for the patient.  JCEMS also utilizes advanced skills such as Facilitated Intubation, Sternal Intraosseous Infusion, and Surgical Crycothtromoty, and resuscitation ventilators to provide this care.
